Gen 8 NU

Goodra @ Assault Vest / Expert Belt
Ability: Sap Sipper
EVs: 40 HP / 252 SpA / 216 Spe
Modest Nature
IVs: 0 Atk
- Draco Meteor / Dragon Pulse
- Thunderbolt
- Fire Blast
- Sludge Bomb

Assault Vest / Expert Belt Goodra. Assault Vest can be used to give Goodra more special bulk. Expert Belt can be used instead to fake a Choice Specs. The ability is Sap Sipper so you can freely switch into grass type moves. Draco Meteor is strong STAB. Dragon Pulse can be used instead for a more consistent STAB at the cost of lower power. Thunderbolt is for coverage against water types like Blastoise and Araquanid. Fire Blast is for coverage against steel types like Copperajah and Bronzong. Sludge Bomb is for dealing with fairy types like Sylveon and also comes with a 30% to poison opposing Pokémon.

Teammates

Vaporeon is a good partner for Goodra. Goodra can switch into grass and electric moves aimed at Vaporeon. In turn, Vaporeon can keep Goodra healthy with wishpassing and status curing. Steel types like Bronzong and Copperajah are good partners since they can deal with fairy types, since Goodra is weak to them. Pivot mons like Rotom-C are also good partners to help bring in Goodra.

Diancie Lure
Gen 8 NU

Goodra @ Expert Belt
Ability: Sap Sipper
EVs: 4 Atk / 252 SpA / 252 Spe
Mild Nature
- Draco Meteor
- Thunderbolt
- Fire Blast
- Iron Tail

Pretty similar to the standard set on Smogon, but with Iron Tail in place of Sludge Bomb. Draco Meteor is powerful STAB. Thunderbolt allows you to deal with bulky water types like Mantine and Vaporeon. Fire Blast allows you to deal super effective damage to steel types. Iron Tail is why this set is called a Diancie lure. Iron Tail allows you to 2HKO physically defensive Diancie (assuming you hit both times) on the switch.

4 Atk Expert Belt Goodra Iron Tail vs. 252 HP / 252+ Def Diancie: 187-226 (61.5 - 74.3%) -- guaranteed 2HKO after Leftovers recovery

Goodra @ Weakness Policy
Ability: Hydration
EVs : 240 Atk / 250 SpA / 4 Spe
Gentle Nature
- Dragon Pulse / Outrage
- Fire Blast / Earthquake
- Rest
- Sludge Bomb

Dragon Pulse / Outrage are STAB. Fire Blast or Earthquake are used for coverage. Rest is good with Hydration. Sludge Bomb is coverage and can poison. I didn't have Rain Dance on this Goodra because I already have another Pokemon with the move.

Hope I helped !

Earthquake is STAB??????
Why are you investing in Attack and using a Mild Nature? I know that Outrage and Earthquake are options, but if they're not used, Attack investment is pointless and something like Modest is better. Of course, that only applies if not using Outrage/Earthquake, so I'd suggest adding a note about using different EVs/Nature depending on what moves are chosen. Also, that EV spread could use some work. 240 / 4 / 250 leaves some EVs unused. A Pokemon can have 510 EVs in total (though two are useless) and a maximum of 255 EVs in a stat, but because four EVs equal a stat point at level 100, a Pokemon only needs 252 to maximize its EVs in a stat. A simple EV spread is 252 EVs in two stats and 4 EVs in a third stat. And Earthquake isn't STAB on Goodra, as BeastMaster said.
I agree. Earthquake is the best STAB move Goodra has in its movepool.
The EVs are nonsensical. 250 EVs don't hit anything 248 and 252 hit. Investing a bunch in Special Attack and Attack never has and never will be a good idea, especially since you're investing 240 attack EVs into a single optional non-stab move.

Bulky Special Attacker (S/V)
(Terra Type Poison btw)

Goodra (M) @ Leftovers
Ability: Gooey
EVs: 252 Def / 252 SpD / 4 SpA
Modest Nature
- Acid Spray
- Dragon Pulse
- Chilling Water
- Protect

•Acid Spray: Stab for Terra Type and lowers SpD for Dragon Pulse to clean up or if you stack them, Acid Spray just gets "stronger" each turn. Also takes care of fairy types.
•Dragon Pulse: STAB with great SpA.
•Chilling Water: Lowers Attack to help out those Defense EVs. (Gooey lowers Speed of Physical Attackers as well so there's that.)
•Protect: Heal staller for Leftovers or Shell Bell, especially if double protect is pulled off.

Rain Hydration Rest Special Sweeper

Goodra @ Damp Rock
Ability: Hydration
Tera Type: Fire
EVs: 252 Def / 4 SpA / 252 SpD
Calm Nature
IVs: 0 Atk
- Rain Dance
- Rest
- Dragon Pulse
- Tera Blast

Rain Dance (Rain Dance is for activating Hydration to cure statuses especially for Rest.)

Rest (it restores all of Goodras health and due to Rain Dance and Hydration you will wake up immediately after)

Dragon Pulse (STAB + Decent Dragon Special Move

Tera Blast (Tera Fire is good to counter Fairy (so it does not very effective damage), Steel (Same as Fairy but Fire is good against Steel not Fairy, and Ice Types (Fire is good Against Ice)

You should consider pairing this with Pelipper. That way you can save a slot for valuable coverage. Also, if you want a defensive pokemon,  it's usually better to run Max HP and max out one of the defensive stats.

Gen 9 NU Wallbreaker

Goodra @ Heavy-Duty Boots
Ability: Sap Sipper
Tera Type: Steel
EVs: 252 SpA / 4 SpD / 252 Spe
Timid / Modest Nature
IVs: 0 Atk
- Draco Meteor
- Fire Blast
- Thunderbolt
- Acid Spray

Goodra is a really insane wallbreaker in NU Alpha right now due to the lack of Steel- and Fairy-types in the tier, so here is a wallbreaker set it uses. Draco Meteor is used for a powerful Dragon STAB. Fire Blast provides coverage against the few Steel-types such as Copperajah, Perrserker, and Magneton. Thunderbolt is useful coverage against Pokemon such as Vaporeon, Drifblim, and Braviary. Acid Spray, while usually not a good move, is useful to help Goodra break through bulky Pokemon and force Pokemon to switch out. Sure, Goodra has Dragon Tail to force Pokemon to switch out, but you would have to drop one of Goodra's coverage moves in order to have Sludge Bomb to deal damage to Pokemon who Tera into a Fairy-type since they would be immune to Goodra's Dragon Tail. Tera Steel is used as the Tera Type to turn Goodra's usual weaknesses into resists. Timid Nature is used for more speed, while Modest Nature is used for more power.

Gen 9 NU All-Out-Attacker

Goodra @ Heavy-Duty Boots
Ability: Sap Sipper
Tera Type: Poison / Steel
EVs: 252 SpA / 4 SpD / 252 Spe
Timid / Modest Nature
- Draco Meteor
- Fire Blast
- Sludge Bomb
- Knock Off

An AoA set that Goodra can use in Gen 9 NU. Draco Meteor is Goodra's powerful STAB move that can deal out quite a bit of damage to Pokemon who don't resist Dragon moves or tank special hits. Fire Blast allows Goodra to hit Steel-types such as Copperajah and Orthworm super effectively. Sludge Bomb allows Goodra to threaten Grimmsnarl and Pokemon who use Tera Fairy. Because of DLC 1, Goodra has been given a buff with having access to Knock Off. Knock Off allows Goodra to remove items to make progress against its checks. From getting rid of Blissey's Heavy-Duty Boots to getting rid of Umbreon's Leftovers, Knock Off will make progress against Pokemon who check Goodra. Knock Off can also OHKO Hoopa if it hasn't used its Tera. Heavy-Duty Boots is used for the item to prevent Goodra from taking hazard damage. Timid Nature gives Goodra as much speed as possible, while Modest Nature gives Goodra's special attacks more power. Tera Posion lets you resist Fairy moves and makes Sludge Bomb a STAB move, while Tera Steel lets Goodra resist Fairy, Dragon, and Ice moves. Please note that Knock Off on this set isn't used for doing a lot of damage, but used for the utility of removing items from opposing Pokemon.

Gen 9 NU Specially(?) Defensive

Goodra @ Leftovers
Ability: Sap Sipper
Tera Type: Poison
EVs: 252 HP / 144 Def / 16 SpD / 96 Spe
Careful Nature
- Knock Off
- Dragon Tail
- Toxic
- Protect

A Specially Defensive set Goodra can use in Gen 9 NU. This defensive set utilizes some tools Goodra got thanks to the DLC: Knock Off and Toxic.

Knock Off allows Goodra to make progress against opposing Pokemon since most Pokemon don't enjoy having their items being removed. Dragon Tail is used to force Pokemon off the field, which is useful if a setup sweeper is trying to setup in front of Goodra. Toxic allows Goodra to cripple opposing Pokemon. Protect works well with Toxic in addition to allowing Goodra to scout opposing Pokemon and a free turn of Leftovers recovery. Leftovers is used to give Goodra a source of HP recovery. Tera Poison lets Goodra resist Fairy moves and allows Goodra to never miss Toxic, which is neat.

252 HP EVs are used for bulk. 96 Speed EVs allow Goodra to outspeed Pokemon as Clawitzer, max speed Adamant/Modest Abomasnow, and max speed Adamant Grimmsnarl. 16 Special Defense EVs with a Careful Nature lets Goodra hit a jump point for its Special Defense stat. The rest of the EVs are used in Defense to give Goodra some physical bulk.
