Well I'm pretty sure, Wailord is the undisputed largest Pokemon ever. It's description on Bulbapedia is;
>Wailord are mammalian Pokémon that are well known as the largest Pokémon discovered so far.

Wailord stands at a whopping 47'07" (14.5 m) tall, with Steelix in second place at a much more diminished 30'02" (9.2 m)

If what you were really asking is which one is the heaviest, that would be Groudon at 2094.4lbs.

To add on, the heaviest non-legendary Pokemon is Metagross, at 550 kilograms or 1212.5 pounds. The tallest legendary pokmon is Rayquaza at 7 meters or 21 feet
