Wild Pokemon you encounter don't have any EV.
However, they may yield EV if fainted in battle, and doing it on purpose is EV training.
If you're speaking about IVs,
Then this number is scripted into every Pokemon you run in, but not every specie. It means one Patrat may have other IVs than another Patrat.
