Multitype
>Multitype changes the type of the Pokémon with this Ability depending on the Plate attached. The item-removing effects of Thief, Covet, Trick, Switcheroo, and Knock Off will not work on a Pokémon with Multitype.

Trick, Switcheroo, Thief, Covet and Knock Off - all these item affecting moves don't work on Pokemon with Multitype.

The only way to make these moves work is using Skill Swap with Arceus and giving it another ability, but then the plates would be useless (unless Skill Swap is used again to give it Multitype back, in which case this will take way too many turns).

What if i Put a Smeargle in instaed of Arceus?
Smeargle instead of Arceus...? What would Smeargle being doing? Fainting early on the battlefield is Smeargle's usual fate.
Oh right, You're saying giving Smeargle the same moveset as Arceus.

Have you seen Smeargle's stats? The reason why Smeargle nearly never has any attacking moves (except for FEAR strategies) is answered when you see its base 20 offences. In addition to that, Smeargle wouldn't get STAB from Judgement, not having Multitype itself.

I don't think you can trick with multitype, so most likely it won't work.
