My brother and I were planning to teach his Charizard Dragon Pulse and breed it, but I just now realize Charmander doesn't learn it. Will Charmander still learn Dragon Pulse because Charizard is the father?
If you look at the breed/ egg moves that Charmander has for Gen IV:
Charmander Moves Gen IV - Bulba
It can't learn Dragon Pulse in any way. It can only learn this move in Gen V by breeding.
The only way to get a Charizard with Dragon Pulse is to give it the TM; Charmeleon can't learn Dragon Pulse in Gen IV.
