Where can I find the TM Theif in Black 2?

Question

I want to steal Red's Pikachu's Light Ball so I can get a Volt Tackle Pikachu.

Um, that won't work. The only place you see Red in B2W2 is at the PWT, and items are returned/ restored at the end of the battles.

Yea, Light Ball is an event only item in Gen V. You could get it from wild Pikachu in HGSS, but since you can't transfer items into Gen V, it's stuck in Gen IV. Volt Tackle is not a good move for a low HP Pokemon like Pikachu anyway..
