How much speed do my Tornadus and Raikou need?

Question

So I'm currently making an offensive rain team and I'm gonna base it off of Tornadus' Tailwind. How much investment in speed will my Tornadus and Raikou need to out speed common OU threats?

Tornadus @ Life Orb
Ability: Prankster
EVs: 252 SpA / ??? Spd
Modest Nature
- Tailwind
- Focus Blast
- Hurricane
- Taunt

Raikou @ Choice Specs
Ability: Pressure
EVs: 252 SpA / ??? Spd
Timid Nature
- Thunder
- Volt Switch
- HP Ice
- Extrasensory

Is it possible if you provide their movesets? Raikou's set is what i need, to know if we're dealing with a Rash  or Timid nature.

I would say go for the full 252 just to be safe.
Reason is because you never know what evs they put or what kind of Pokemon they scarf as this can vary the speeds greatly. and since your raikou has choice specs it would be best in my opinion to put the full 252 EVs to lower the risk of taking potential 2 hits if you decide to switch out.
