No. Nothing changes chances in the wild except the Shiny Charm.

No it doesn't vary on Pokemon types. There are Pokemon that can only be caught shiny for example the shiny black haxorus in black/white2. Finding shiny Pokemon is very rare as you probably already know. In black/white 2 there is an easier way to catch shinies, the new item shiny charm helps you with this. You can only get it when you have registered all the Pokemon of the national dex though.
