Here's your fastest option. Although he's NU he has 112 base speed and 90 base attack and access to both kinds of spikes, though they are breeding moves I warn you.

This is really two similar sets shoved together. The calm nature, black sludge and bulky ev spread set is one, the offensive ev life orb timid nature is the other. You may use what you prefer, though since you want a fast and furious spiker the offensive set is the way to go. Roserade, though not as fast as Scolipede, has a powerful special attacking ability and has greater bulk, which can be useful especially when setting up layers of spikes. Once again, spikes is a breeding move (I'm pretty sure)

Now this set may seem odd which it is, it will I believe best serve you. Rain dance boosts qwilfish's speed and attacking power for five turns (eight with damp rock) and therefore allows to outspeed opponents and set up hazards. It's attack isn't that bad either and with a rain boost and STAB boost behind it Waterfall will be pretty powerful. Notably no breeding is required to have such a qwilfish
There are other Pokemon, such as forretress and cloyster, who learn both spikes and toxic spikes. However, most of them are slow. It is possible I suppose to run a cloyster set with shell smash, toxic spikes, spikes, and icicle spear but I wouldn't recommend it. It would be too frail after a boost to reliably set up many layers and would be a waste of a cloyster. Well, good luck to you and your team. Hope this helped.
