Is it a glitch that a Charizard can learn Fly in Black 2?

No it is not, I'm guessing because you saw it can't learn Fly in Gen I despite having wings. Later on they changed it to where he can learn Fly.

Actually it could learn Fly in Yellow, but not R/B.

Which is where the change part came in ;) I didn't pay attention to which games he couldn't learn it in but I knew it was Gen I xD

Nope; Charizard can legitimately learn Fly via HM in B2W2.

HM Fly
