Can I use a Jap Ditto with an Eng Pokemon to recieve the masuda bonus?

Can I use a japanese ditto and breed it with any English Pokemon and get the 1/800 masuda breeding bonus?

Yes, the Musuda method will work as long as one of the Pokemon is foriegn, so it will work.
