1. Resists Ghost and Psychic
2. Has high SpDef
3. Decent Spatk/Atk
4. Is above RU but below Uber

It has 120 SpD.
120 Atk and SpA.
It's in Ubers, which is above RU.

Some Pokemon under OU that follow that rule are: Heatran ( High SpA, not Atk) / Shuckle (If you use it right, [Contrary Shell Smash, Power Trick, etc]) I know Shuckle is NU but with the right moves and able to set up it can dominate in OU (I've seen it before)

Sure is. And his name is Heatran. He has a good SpD stat, good SpA stat and resists a whole list of types along with Psychic and Ghost. And he is OU.

Another OU Pokemon is Hydreigon. He cleanly resists both and has decent SpD and good SpA stats.
