I was looking through random questions and found that a question said masuda method was gen 4 only (sorry I lost the link and forgot question name) and is this true, GEN 4 ONLY?!

You probably saw that before Gen V was made. The Masuda Method was made during Gen IV, so Gens IV and V have the Masuda Method.

It is in both.

However, in Gen 5 the chances were reduced to 1/1366 from 1/2048. The Shiny Charm was also introduced, lowering the chances even more.
