Second, to answer your question, many battlers here use a website called Pokemon Showdown, which lets us put in exactly how many EVs we want. If you use the actual game cartridges, you have to research which Pokemon give how many EVs and then just count them yourself. If you want 4 HP EVs on a Pokemon, then find a Pokemon that gives HP EVs and then count how many you've beaten
