Usually, it is quite easy to detect when people attempt to return using new accounts. The software allows mods to see the public IP addresses used by every account to log in and make actions. By collecting and comparing addresses, we can prove that accounts are connected to each other. And yes, people try this all the time -- but we've been around the block a few times and we get a sense of when things are not as they should be.

Strictly speaking, there aren't any admins on this site except Pokemaster. He owns this website and is the only person who can make changes to it. He is also the head developer of the software PokeBase uses, called Q2A, which is also open-source: https://github.com/q2a/question2answer
I and others you've seen around like PX and HT are moderators for PokeBase only. We have a good amount of control over this community, but we have don't have any role running the PokemonDB website. All of that is left to Pokemaster.
