The rats may be pests. It's sad but it looks like there's a lot of them, and they may pose a health threat to people or animals nearby... In certain cases you may not have another choice.
I haven't watched the video but it looks like one of those businesses that uses a predator to exterminate vermin. In this case I'd say it's a more natural way to get rid of the pests, a trained dog can kill rats faster than poison or those terrible glue traps.
It's still sad to see, though.

Fluffy- Take half damage from Contact Moves; take double damage from Fire attacks
Fur Coat- Doubles Defense
Ice Body- Heal in Hail
Marvel Scale- Doubles Defense when it has been statused
Multiscale/Shadow Shield- Takes Half damage at full health
Prism Armor/Filter/Solid Rock- take 25% less damage from super effective attacks
Regenerator- heal 1/3 HP when you switch out
Stamina- Raises Defense when hit
