Update the "useful posts" sidebar

The "useful posts" sidebar is out of date. My suggestions for updating it are:

1. Make it consistent across all sections. The meta sidebar has more items on it than the main section sidebar and RMT sidebar.
2. Link the starter guide at the top, with some kind of emphasis.
3. Change the "how to change your username" link to this page. Instead of replacing the link when the name change periods go live, add in big bold letters to that page where to find the name change thread. This lets us handle things when you forget.
4. Add the privilege requirements thread, with emphasis that it will tell you how you can get voting and wall posting powers. (On a related note: thoughts about this?)
5. Remove "question etiquette" which is now covered by the rules page and starter guide.
6. If we want to keep it concise, "flags vs downvotes" can be removed since it's in the starter guide.
7. DT has chosen to take down his anime FAQ, so that should be removed.
8. The PokemonDB tournaments thread has been moved here.
9. The Discord server page should be advertised alongside the Showdown server page.
10. Some other questions that I think would be good in the sidebar are: formatting guide, community-contributed resources for answering questions, and outdated/unresolved question list.
11. On the RMT section, it would be good to have the rate my moveset and replays thread linked on the side, maybe under a new heading. One issue is that we retire + repost those threads every generation to freshen things, so the sidebar will go out of date.

I've made some updates. To answer each point:

1. The "Help out" section is only on Meta as it's more useful there. To put it another way, if someone hasn't delved into the Meta section they are likely not interested in how the site works.
2. Done.
3. Done.
4. That page is linked from the top of the points system thread, so I don't think this is necessary.
5. Removed.
6. I think this is one of the more useful posts so I've left it for now.
7. Any idea why he hid the question? Seems like it would still be useful. Perhaps those questions can be added on PokeBase if appropriate.

9. Added. I've been meaning to add more promotion for that.
10. I added the outdated Qs to the help out section. Don't want to add too many as it gets unwieldy.
11. Perhaps we can have one Meta thread like "Useful RMT posts", which you are able to update, linking to the current (and past?) versions of those threads.

Awesome, thanks for this. I haven't spoken to DT to know why he hid the post, but putting the questions up on PokeBase is something we can look into.
I really like the idea of having an "RMT resources" thread. I'll post something basic now with the two threads I mentioned, and update it later.
