No. The site is supposed to be for official and legal games/media only. Questions that ask about how to use cheats, emulators/ROMs, mods, fan games, etc. or where to find them are not allowed. We also don't allow answers that (for example) suggest people to use cheat codes, or share movesets for fan games.
This doesn't mean that you're not allowed to utter the words 'Action Replay'; you just can't ask for help with that software specifically. I'm personally fine with questions like this, this and this that ask how cheats might affect the game, or like this that ask about the perception of cheat codes in the community, or like this that end up discussing cheats circumstantially. Just don't ask for cheat codes, or how to fix your game when the hacks go wrong, etc.
Similarly for emulated games, it's not as though you're barred from asking questions about your game because you're playing on a emulator. Our advice on how to beat Morty in HG/SS is probably not going to vary if you're playing on an emulator. Just don't introduce clauses into your question like, 'I'm playing on an emulator so I can hack any Pokemon you suggest into my save' or 'this isn't working normally, is it because I'm using an emulator?'
In general, go by what the rules page says unless we specifically tell you otherwise. Ten-year-old questions don't define the standards we hold in 2020.
