No, they cannot. If you check fizz’s (or any moderators’s) Exta privileges list, it doesn’t not include reducing points. They can downvote users, just like everybody else that met the downvote point requirement, but nothing as dramatic as taking points away. A little known fact however, is that Pokemaster can in fact take away and give users points. For one day he gave himself 9,999,999 points to prove this, and made Josh have 0 points.
