How can low kick is used on levitating Pokemon ?

I mean low kick is a kick thet is used low on the ground, how it can be used, for example on hydreigon when hydreigon levitates ?

Low kick doesnt neccassarily mean that you are kicking close to the ground, it means you are kicking low on the opponent, legs for example.
