Is there a difference between an attack missing and avoiding an attack?

Question

Are these just different ways of the game saying the same thing, or is it determined by the attacking and defending pokemon, respectively?

And if so, then what stats determine the probability of avoiding an attack?

"_____'s attack missed" is a false condition of the Accuracy Stat.

"_____ avoided the attack" is a true condition of the Evasion Stat.

Because they are opposite stats and opposite conditions, it's a "Double-Negative" and they result in an attack not connecting.
