Why is Heatran not in the Uber tier?

It is such a powerful Pokemon. Plus it is a Steel type, the only thing resistant to Dragon.

because of 4x weaknesses, i would say. He Should be an uber.

I might be late, and this has already been answered, but not only does it has that four times ground weakness that Swampert mentioned. It also has no super effective coverage for ground. It does have solar beam, but that is a TM, and it takes 2 turns to finish, which means, your heatran can get swept before it can kill the ground type.

Even if Heatran had good Ground coverage, it likely wouldn't use it because the better play is to switch out.
