EV training, then Daycare?

Let's say that I have a Pokémon with 510 EVs, but it's not level 100 yet. Can I use Rare Candies or Daycare?

Yes. Using rare candies or day care will level up your pokemon without any EVs. So if you already have all your EVs, go for it!
