Can you be outsped by a foe which has lower speed?

For example, let's say my Pokemon has speed of 200, and opponent has 199.
With no boosts, no trickroom, no paralyze, no items, and same priority, can the foe outspeed me?

No, simple as that. Only priority moves will screw you over but they're not included.
