What determines the points gained in the Bug Catching Contest?

Question

Because I caught a Pinsir and got 290 points. The picnicker caught a Butterfree and got 291 points. Yea imagine how mad I was :P.

Pinsur, Scyther have a High Avg.
Beedrill, Butterfree, Paras, Venonat are just Avg.
Caterpie, Kakuna, Metapod, Weedle are Low Avg.
(Before you finish the game)

Take into account of Level, HP, Shiny, etc, and the person with the biggest Avg wins.
