If you go onto route 39 before Olivine City, there's a place to rock climb. Rock climb and just go straight to the end trees and headbutt there. You have to do it a couple of times, but it'll show up eventually C=

Most "special tree"s are accessible only through Rock Climb ledges, but there are a few others considered "special" but not needing HM08 (See Kanto Route 25).
