What happens if you use rain dance , and 2 Pokemons are holding damp rocks?? will the rate increase?

No the number of turns wont increase for the 2nd Pokemon, only for the first and why don't you use drizzle politoed for permanent rain?

It is only Uber if Swift Swim is used with Drizzle. Rain Dance is fine.
