You can give it Slacking to get rid of its normal ability, making it a monster. You can also give it to pokemon that have abilities you dont want them to have. Like Kingdra with Swift Swim in the Rain.Now its just a Kingdra with Rain. Excadrill with Sand Force in the Sand I dont think so. You basically use it to ruin your opponents weather teams that have boost abilities or give pokemon on your team with annoying abilities better ones.
