Why is Cynthia still there in diamond?

Question

I have beaten the e4 and cynthia in diamond so why when I battle the e4 again is cynthia still the 'champion'? I thought when I defeated the e4 and cynthia, I became the champion.

People in the Poke'mon League never leave no matter how many times you beat them it is just a part of the games, it is same for all games.
