How do you raise a Dragon's happiness so you can teach it Draco Meteor?

I want to teach my haxorus draco meteor but drayden says that our bond of friendship is not maximum yet, but i am training haxorus from the time he was an level 31 axew now he is level 63 and i have made him tons of masages in castelia city, i have catched him with luxury ball and i have given him soothe bell what should i do more?

You could give him Medicine which can be bought at the mall and level him up more and not let him faint. Though I do not see why you would want to teach him Draco-meteor it is one of the worst moves for him because his S.Attack is so low.
