I think there used to be a glitch in PO where it only activated on contact, but I've used it much more often since the more recent updates and gotten hit with moves like Fire Blast and it activated, so at present day: No, it doesn't require contact to activate
Keep in mind, you're dealing with someone dumb enough to use Dark Pulse on Cofagrigus.
