No, they are in different egg groups. Water 1 can not breed with Water 2 or Water 3, Water 2 can not breed with Water 1 or Water 3. The only Pokemon Seaking can receive both those moves from is Octillery and Remoraid. Or Lanturn, and Chinchou but those require breeding to to get Psybeam.
