Does Mean Look stop Dragon Tail and Whirlwind?

For example:

Gengar used Mean Look on Blastoise!
Gengar switched to Skarmory!
Skarmory used Whirlwind!

Would Blastoise stay in or be forced to switch?

Roar would count, too.
