Does a pokemon's happiness increase when they level up outside of battle with the Exp. Share?

Why Eevee, why won't you evolve. You are at a higher level than any other pokemon on my team. WHY?

Leveling up gets you +1 happiness so its still gaining happiness, just very slowly try giveing it a smooth bell then walk around a lot then level it up again
