If you hold a Power Herb during Sunny Weather & use Solar Beam, will the Power Herb be used??

Let's say you have a Ninetales with Solarbeam holding a Power Herb. Out of nowhere, your opponent uses Sunny Day(WOOT!!). You choose to use Solar Beam. Since it won't charge any more, will it use the Power Herb, or because it is classified as a charging move, will it not??

Power Herb just won't activate. I just tested it in PO.
