Can Ditto really get you this kind of pokemon?

Well,someone told me that if you breed a pokemon WITH a gender with a Ditto you'll get a shiny pokemon.Is this true,and if it is can you tell me the chances of getting a shiny pokemon?

No, it isn't true. The chances for you to get a Shiny Pokemon from the Egg is 1/8192 chance. Maybe your friend was reffering to the Masuda Method, which increases your Chance of getting a Shiny Pokemon to 1/1366 chance.
