As the Speed freak I will answer this.

Starmie has 115 Speed, and 85 in both defenses, also resists Ice and is neutral to Rock. Though it only has 60 HP it has access to Cosmic-power and Recover. A very good Pokemon all around.

Tentacruel has 100 Speed, and 120 S.Defense and 80 Hp, it resists Ice and is neutral to Rock. Only 65 Defense but it can be boosted with Barrier and you can burn the opponent with Scald to lower their Attack.

Miltank:Base 105Def,95HP, and 100Spd, not weak to ice or rock, has recovery move, only weak to 1 type.
Tauros:Base95Def, 75HP, and 110Spd, not weak to ice or rock, only 1 weakness.(Though most people use him as a sweeper, you can train its defenses to make it a bit bulky)
