How do I get Blue's number in Pokemon SoulSilver?

i know you hav to go to his sister in pallet town , but when i tried to groom my feraligatr a second time, she just kept sayin "i always hav tea around this time. come join me."

Based from that message she gives, it sounds like you have one of two issues:

• Did you make sure to see her every day 15:00-16:00 specifically? She only gives the massages during that time. "Find: Every day 15:00-16:00 Pallet Town (Daisy)" ( PokemonDB, 16.)
• Did you alter the DS clock at any time during this? if you change the clock, the game can take that into account and reset the time based events. This is to prevent people from adjusting the clock to cheat the game.

You have to have all the massages be given to a single Pokemon and then, after it has full happiness, you have to have it in the front of your party when you talk to her in order to get Blue's number.

You need to get your Pokemon massaged by Daisy, Blue's sister, 7 times before you can exchange numbers with Blue. You can massage them one a day between 3pm - 4pm.
