What is softboiled?

Question

I have a lvl 20 chansey,and it have something called softboiled,its written in blue just like HMs and when I press it it doesnt work on any pokemon, what to do with SOFTBOILED?

As battle move, it heals Chansey up to half it's max HP.
As field move, Chansey can tranfer some of it's HP to another Pokémon (heals ?? but damages Chansey)

Does it not even work on chansey? Is your health already full?
