No, Mail can be used to talk to others, like if you trade a Pokemon holing Mail over the Internet, you could talk with the other side of the world, or to talk to someone who trade with via wireless (however the text on the letters is limited, so it's easier just to talk to them normally.)
I think it was just designed as something to add a little 'fun' to Pokemon.
