When does Mr Backlot say an Eevee kissed him on the cheek?

so,i know the guy says an EEVEE kissed him on the cheek,but when does he say that,because i want an eevee!

It is tottaly random what Pokemon in the list he chooses. But here is a way to get it. Go infront of the man and save. Then talk to him. If he says that something else kissed him then reset the power and try again until you get one.
