How much does the item "Soothe Bell" raise happiness and/or how does it work?

Basically all I'm asking is this:
How much does the Soothe Bell raise happiness and does it only work by training by defeating wild Pokemon or does it work with Rare Candies also?

Soothe bell raises happieness by 1.5

E.x. Use EV berry on a baby pokemon. Ev berries give 10 happiness on little Pokemon (0-99 happiness) if that pokemon is holding soothe bell it will gain 15 happiness points instead of 10.
