yeah, if I use magnet rise and then substitute out, does the substitute get magnet rise too?
Yes it does, Source: On the Bulbapedia Magnet-rise page and on the Bulbapedia Substitute page they make NO note of either one effecting the other. Also you keep statuses behind Substitutes so one can assume that you would keep the Magnet rise status.
