Recommended EV Distribution for Rain Abuse, Special Attack Dragonite

I'm going to begin training a Dragonite soon, and I was wondering what is the most effective EV Distribution that compliments this set-up:

Dragonite @ (Undecided Item)
Trait: Inner Focus

Thunder
Hurricane
Surf
Rain Dance / Dragon Pulse

Please note that this moveset is focused on rain abuse by special attacks.

Well, this will probably be your best shot:

Dragonite (M/F) @ Leftovers
Trait: Multiscale
EVs: 4 HP / 252 SAtk / 252 Spd
Modest Nature (+SAtk, -Atk)
- Thunder
- Hurricane
- Surf
- Roost/Rain Dance

Dragonite doesn't really need STAB in this Case. The 100% accuracy Thunder and Hurricane (120 base power) make up for that easily.
