Whiscash @ Life Orb
Ability: Hydration
EVs: 252 SpA / 212 SpD / 44 Spe
Modest Nature
- Rain Dance
- Rest
- Hydro Pump
- Earth Power

Rain Dance is to power up Water STAB and to give it reliable healing in Rest and avoids other statuses like random freeze as well.
Rest is reliable healing because of Rain Dance and Hydration and heals off Life Or damage as well.
Hydro Pump is powerful STAB and Whiscash kind of needs the extra power over Surf because of its mediocre SpA.
Earth Power is the other STAB and has good coverage and rounds out the coverage.

Whiscash (M) @ Focus Sash
Ability: Hydration
EVs: 40 HP / 252 Atk / 216 Spe
Jolly Nature
- Dragon Dance
- Waterfall
- Earthquake
- Stone Edge

An effective sweeper, due to having some bulk and a good typing. Hydration helps if Rain happens to be up, and is much better than those other useless abilities. Focus Sash prevents it from getting OHKOd, allowing it to get up a Dragon Dance and then start sweeping.

Gen 9 RU Hazard Setter

Ability: Oblivious
Tera Type: Ground
EVs: 252 HP / 4 Atk / 252 SpD
Careful Nature
- Stealth Rock
- Spikes
- Liquidation
- Earthquake

Thanks to the addition of Stealth Rock and Spikes to its movepool, Whiscash has a legitimate niche as a hazard setter in RU with a Taunt immunity thanks to Oblivious. Stealth Rock is used to chip grounded Pokemon, Flying-types, and Pokemon with Levitate. Spikes is used to chip grounded Pokemon switching in. Liquidation and Earthquake are used for strong STAB moves. Leftovers is used as the item to let Whiscash have passive recovery. The Tera Type is Ground so you can get rid of your x4 Grass Weakness and still be able to check Rotom-Heat. The Specially Defensive EV Spread lets Whiscash check Special Attackers such as Rotom-Heat.

Special Attacker Whiscash

Why Special Attack? Because having a ground move with an ice move covers more types than pairing it with a water move.

Rest - Hydration abuse
Earth Power - STAB

Rain Dance/Scald - Rain dance if you haven’t set it up with another Pokemon yet, or Scald if you want more STAB and already have rain set up

Earthquake is STAB. Waterfall is STAB and has a chance to make the opposing Pokemon flinch. You can use Liquidation instead for a bit more power. Dragon Dance is to setup. Substitute is for scouting.

This Pokémon learns some good moves such as Waterfall and Earthquake., not to mention Amnesia is a really solid move on this 'mon.
