Is there a limit of how many Pokemon can hold an Evolite on the same team? is it banned?

Okay I am going by PokemonDb Bans. No there is no limit into using eviolite. These guys are banned however due to being overpowered with eviolite Scyther, Sneasel, Aron, Murkrow, Yanma, Misdreavus, Carvhanna, Gligar, Meditite, Ferroseed, Scraggy, and Tangela. Also berry juice is also banned. Fixed damage moves are also banned.

the reason they're banned is because most of them went through at least one generation without an evolution. therfore the EVO is just improving something that could still hold its own for a few gens

There is no limit or rules to using a evolite, and obviously you can use the pokemon and items in the little cup bans section. The only rule that there might be would be if the opponent had item clause on if I was po. In the db tiers it is mentioned though that whn battling in little cup that it is preferred that you don just slap an evolite on all six pokemon in your team though.
