About finding wild pokemon in grass

When you're walking around in grass, does the level or type of pokemon walking with you effect the pokemon that you encounter?

No, your Level or type of Pokemon does not affect the type of Pokemon you encounter in the Tall Grass at all.

But if your Pokemon has the ability Hustle, you can encounter Pokemon at a higher Level. The same goes for the Abilities Vital Spirit, and Pressure. If you have the Ability Magnet Pull, you have a higher chance to encounter Steel type Pokemon. Abilities that work similar are Static only.
