I Was wondering how do base stats get converted at levels below level 100 since I know it gets converted at level 100 but not at lower levels

What do you mean by "converted"?
Converted into usable stats for damage calculation and etc.

These are the formulas/formulae/whatever for gen 1 and gen 2.


And these are for all newer games.


If you look at the equations, you can see that every stat in every generation is roughly proportional to the Pokemon's level, so a level 50 Pokemon will have roughly half of the stats of a level 100 Pokemon (assuming all the other numbers are the same). The +10s and +5s tend to matter only at very low levels, like LC competitive battling formats.

Note that the damage formula involves multiplying the attacker's level and attack stat, which is already roughly proportional to the attacker's level, so damage is roughly proportional to the attacker's level squared.
