Is every legendary Pokémon in SV shiny locked?

All Legendary Pokemon in Scarlet/Violet are shiny locked, including those introduced in Generation 9 (Koraidon, Miraidon, Ogerpon, Terapagos, etc.) and all returning legendaries in The Indigo Disk DLC.
