Tadbulb isn't viable in Gen 9 LC, so it's difficult to make a set for it. Regardless, this is a poor attempt at making a specially bulky pivot that can take on the tiers' Water types.
Volt Switch coming off Tadbulb's 11 Speed makes it a useful slow pivot into frail teammates like Diglett-Alola. Parabolic Charge is Tadbulb's only form of recovery and helps chip down the main three targets in Vullaby, Mareanie, and Wingull. You can use Thunderbolt if you prefer higher damage, but Tadbulb is prone to getting chipped down without Heavy-Duty Boots. Muddy Water is Tadbulb's only reasonable coverage move (unless you like Hyper Voice for some godforsaken reason) and provides insurance against Growlithe-Hisui. Thunder Wave cripples threats like Mienfoo and Torchic.
EV investment makes Tadbulb as specially bulky as possible, with the rest allocated into Defense and Special Attack for the giggles. Tera Ghost prevents Rapid Spin and brutalises HJK Mienfoo. Eviolite and Static promote general longevity so you can squeeze as much use out of a suboptimal Pokemon as possible.
